VACCP and TACCP address two distinct but related food safety threats. VACCP — Vulnerability Assessment Critical Control Point — is a framework for identifying and controlling vulnerabilities to food fraud. It targets economically motivated adulteration, where ingredients or products are deliberately substituted, diluted, mislabelled, or counterfeited for financial gain. TACCP — Threat Assessment Critical Control Point — is a framework for identifying and managing threats to food defence. It targets deliberate malicious contamination intended to cause harm to consumers or damage a food business through sabotage, extortion, espionage, vandalism, or terrorism. In short: VACCP protects against criminals motivated by money; TACCP protects against attackers motivated by intent to harm.

HACCP, VACCP, and TACCP are three complementary frameworks in a complete food safety management system, each addressing a different category of risk. HACCP (Hazard Analysis and Critical Control Points) manages unintentional food safety hazards — biological, chemical, and physical contamination that occurs by accident or negligence. VACCP manages intentional food fraud — deliberate economic adulteration for financial gain. TACCP manages intentional food defence threats — deliberate malicious attacks designed to harm consumers or the food business. The GFSI (Global Food Safety Initiative) recommends that food businesses maintain all three as separate, documented systems. FSSC 22000, BRCGS, and IFS certification schemes now mandate all three assessments for certified food businesses.
